Tom Ruegger (born April 4, 1956) is an American animation writer, producer, and director who worked for Warner Bros. Animation throughout the 1990s. He was the creator of Tiny Toon Adventures, Animaniacs, Pinky and the Brain, Road Rovers, and Histeria!, and was also an Executive Producer for Taz-Mania and Batman: The Animated Series, as well as a writer for Freakazoid!

Ruegger's three sons, Nathan, Luke and Cody Ruegger, all had voice work on some of his shows, and were also the primary inspiration behind Yakko, Wakko and Dot. Tom himself also made occasional cameos on his shows in caricature form, most notably as the recurring character of director Cooper DaVille on Tiny Toons.
